No there is not. The chance of a HSR drop is 1/10 chance once hitting the EXTRA RARE table on the RDT. The other 9/10 slots are blurberry special's.

No, he doesn't. No one is actually fully sure on what happened to telos. If Sandstorm has buffed his defence or not, no one has actually confirmed. I'm sure it will be addressed soon.
