Duke Horacio of Lumbridge established a peace treaty with Ur-tag, Ur-lesh's successor as head of the Council, on behalf of the cave goblins. The negotiations were almost disrupted by the Duke's adviser Sigmund, a member of the racist, anti-goblin Humans Against Monsters organisation, however an adventurer exposed the plot and Sigmund was fired for his actions.
